In Kaduna South, systemic barriers often prevent youth participation and limit grassroots influence on public policy and service delivery. RaySCALE has been designed to address this challenge by nurturing a new generation of skilled, ethical, and community-rooted leaders.
Drawing inspiration from prestigious global and national programs, RaySCALE merges the grass-rooted leadership ethics of the Legislative Mentorship Fellowship (LMI) with the rigorous enterprise and policy skills development models of the Young African Leaders Initiative (YALI).

Following the initial Foundation Module, each fellow undergoes customized training tailored to one primary development pathway.
Equips fellows with tools to mobilize citizens, audit public expenditures, and engage duty-bearers constructively using proven, field-ready strategies.
Design & execution of a Community Civic Action Project.
Focuses on structural barriers to youth employment by teaching the foundational steps of establishing secure, sustainable local enterprises.
Viable, bankable business plan aligned with subnational priorities.
Develops the professional capacity to participate in public consultations, analyze policy mechanisms, and offer evidence-based proposals.
Comprehensive subnational policy brief or advocacy memo.
The program transitions fellows dynamically from instructional theory to active grassroots governance field activities.
Establishes shared leadership, value-driven subnational governance mechanisms, public speech mechanics, and deep conflict resolution guidelines.
Transition into specialized tracks with mentorship from expert public administrators, budget analyses, and intensive field exercises inside LGA secretariats.
Public presentation of policy briefs, action projects, or viable business models, culminating in direct certification and inclusion in the active Fellows Network.
We hold strict academic, location, and alignment standards to select high-potential advocates.
Aged 20–35. Resident of Kaduna South LGA. Active in volunteering or leadership.
Graduates of recognized tertiary institutions holding HND or Bachelor's degrees.
Ability to use standard word processing tools, conduct web research, and send emails.
Willingness to dedicate a minimum of 4 days per week over the 6-month duration.
